At the beginning of a new game, after talking to the survivors inside the Ranger Station, you will be told to search for survivors. You will also be advised to go to the nearby water-tower to get a good look at your surroundings. The water tower is outside the Ranger Station (White Binoculars icon on your mini-map). Climb to the top and hold LT to begin surveying. To survey a location, hold the cross-hair on the circle with a ? in the middle until it changes to a named location with an icon.
If you start by looking North (the black arrow on your mini-map's edge), and turning clockwise, you should find the following locations:
Cabin
Cabin

Public Restroom
Camp Site
Camp Site
Camp Site
Vehicle
Industrial Supply Store
Camp Site
Camp Site
At this point, the next building you see should be the first cabin. If this doesn't unlock, the Ranger Station may count as a location called "Home", so try to survey that.
The sites you need to survey stand out pretty obviously so there should be little to no difficulties.

After you go to the ranger station and are told to search the nearby cabins climb the tower right outside and search EVERY SINGLE ONE of the question marks on the screen in order to gain this achievement.

After reaching the Mt. Tannis Ranger Station you'll want to head outside and climb to the top of the nearby water tower . Once you're at the top, hold 
and look around at the question marks (?) and looking at them until you find out what they are. Do this for every question mark you can see from the tower to get the achievement.
