Juggernauts can be a pain to deal with and an even bigger pain to find when you want them to show up. First, to find them, they like to spawn in the north of the map near the graveyard and in the surrounding wooded areas. You can also try doing besieged events. One usually shows up around half way through the event. I drove around for a couple of hours and never found one and started a besieged event and one showed up almost right after the windows were boarded up.
Killing them can also be tricky. Do not use a vehicle to kill them. It takes a lot longer and tears up vehicles instantly and they are very valuable during Breakdown 5 and beyond.
Grenade launchers and other explosives work best. I like grenade launchers because the explode on impact, have better distance, and it takes 2 shots to kill one. (Some Heroes come with one and you may can find one in the fairgrounds and near the crashed chopper.) It will take 2-3 grenades or pipe bombs to kill a juggernaut but they have a delay before exploding and can be tricky to throw far enough when a 2 ton zombie is trying to charge you.
Try putting a wall between you and the big guy so you can throw the grenade/pipe bomb when he is climbing over it and that will give you time to move and make sure he isn't charging past it after it's thrown.
You can kill them with melee. Make sure to have other survivors with you if to attempt this though. They can help knock you free if grabbed and you need to be there to save them. They die fairly quickly, just be careful.
Headshots with a gun work pretty quickly as well but you need to be at a safe distance unless you have a survivor distracting him for you. Of course things like the shotgun will work faster than a pistol. Climb up and a surveying spot if you can and shoot him while staying safe.
Be mindful of other zombies most of all. They can make things pretty difficult on the higher levels. Use your car to mow down all the little guys and leave just the juggernaut. Remember to not ram the juggernaut unless you want to run home!

If you have a truck you can reverse into him whilst he is down quickly drive foreword and then back again before he has time to get up as this will kill him. (although this takes the tyres off the back wheels, your truck is still drivable) Just thought i'd add this.

It's super easy to kill these guys with melee. Stand in front of a wall and when the Jug charges dodge so that he collides with it. He'll go into a stun animation for about 5 seconds where you can go to town on him.
Takes about 3-4 sequences before he'll die on BD 5 but it'll save you a ton of ammo and influence.
