All you need to do is look on your map for a house that is holding other survivors. You can go in there and it may give you and option to ask them to join your community. Accept this and take them back to your enclave.

Does there trust has to be all the way up? Because I don't get the option to ask them to join

Yes, you should randomly get requests to help them. After a while they will ask to join

Not that simple I'm afraid. When you try talking to enclaves even with full trust, it doesn't give any option to invite them to your community. So negative vote. My vote seems to be first one.

I said it MAY give you an option, not that it will. Just keep playing and eventually it will happen

Trust is irrelevant. I'm in my first hour in the game. My first encounter with a group gave me the option to invite them. They accepted. Up vote from me. There may be other factors, but it seems more random where they start at.

Got this early in the game with no bother. A survivor house appeared just south of the church, went there, asked them to join, no problem. Achievement popped as soon as I went back to the church with them.

I’m having difficulties unlocking this achievement, the survivors I brought back to my place did not give me the achievement when lily radioed in.
