How to unlock the Click 'Em All achievement in SteamWorld Build - Definitive Guide
So there is an official way of doing this one and one "exploiting way".
Firstly, - as already posted here - you can get the Cinematon which improves the spawn rate of tumbleweed, but requires you to complete a whole playthrough for it which is at least a couple of hours, so this isnt the most climatic approach.
The cheesy and faster way is as follows
(Note: Tumbleweed doesnt spawn inside populated areas, only on roads and free space. By this way you can make tumbleweed spawn in one spot, making it easier to farm.)
1. Let the game sit for a couple of minutes
2. At once, only 3 tumbleweed can be found on the map. Look for them and memorize which place they are in.
3. Save the game.
4. Load back into the world you just saved (no need for going to the menu)
5. Click them and load again
6. repeat this process approx. 35 times or so
By my calculations, setting this up is about 10 minutes, one cycle of this is around 1,5 minutes and doing this around 35 times comes out as 3750 seconds which is about an hour (1.04 to be exact)
This works because the game increases the achievement completion by one everytime you click a tw. but it because of xbox's rules for developers, it cant decrement it when loading up a save. Thumbleweed data is stored and saved in the file, and not inside the session.
Hope I could help!

On the surface level you will occasionally see junk balls rolling around or stuck in corners, sometimes you will notice yellow sparkles on them. When you click on these you get a reward, like +1 Ruby or other items. They are random and can be anywhere on the surface.
If you complete the Tumbletown map, you will be rewarded with the Cinematon landmark building. When you build this building on any map there will be more tumbleweeds and they grant an extra reward for each one clicked. Tumbleweeds in sandbox mode do not count toward the achievement.

Sometimes there are tumbleweeds appears on 1st level(surface). You should "click" on them when in the "Pointer" mode.
So far only way to speed it up - complete one specific map to get access to the building that will increase spawn speed of tumbleweeds.

...could you be more specific about the map that would speed up this achievement? Not much of a guide without that info :).

when you go to start a new game there will be a map select. under each map picture there is a "complete destination to unlock" prompt. this shows the specific building you unlock for completing each map

Small piles of metal in the shape of a ball that sometimes appear on the surface where you have a city. Look carefully at the edges and corners of the map. Click on it and get resources.
You can safely collect the required amount before you fly away. Their spawn is random.
