You unlock speed vents by opening chests inside the mine. They come under the ‘Infrastructure’ category.
I wouldn't pay attention to this achievement until you’ve cleared out a good chunk of the first mine.
Assuming you early into the game and want to be frugal with resources, instead of randomly placing Speed Vents, watch your minebots walking patterns. Place Speed Vents in places they often walk, and it’ll unlock, it’ll take a few minutes depending on how many you place. I would recommend placing them at choke points. For example, a 1x1 space they have to walk through in order to get to their destination.
