You can't get this one till you are on Crackling Depths and have the ability to place the Vectron Scrap Extractor and Lightning Turret. Essentially all of the machines under the 'Facilities' tab on the same map.

I got it to unlock after building everything in facilities on one floor; i.e workshop, surveillance facility, armory, and infrastructures. Infrastructure was what I was missing to get it to pop

Just want to add that you need everything built at one time - I had built radar machines on the first couple floors but deleted them after exploring most of the floor to save on upkeep costs. Achievement didn't pop for me until I built another radar machine after having already built all the other extractors/turrets.
