You must purchase and equip to your warehouses the items from the train station that boost storage capacity by 25, these appear randomly so you need to keep buying the first of the 3 items that appear each time the train arrives.

Mine is glitched, done this about 5 times on different maps and saves. Will wipe the data once I complete the rest of the game.

That sucks I managed to get it done on the first map with no issues. Took me a while to get it completed though
