Last "Infrastructure" type building inside Mines is Teleport. Place it on as much distance as you can, then ask Miners to dig something near one of exits. If it doesn't pop up, just move them further. Unfortunately i cannot find a way to measure distance in game.

the achievement tracker actually counts the percentage of distance of your farthest teleport, so when I saw i was at 95%,I just moved it a few blocks farther away and it popped
