At first glance you might think this is a general store so this can be a bit misleading. It’s actually the store from inside the train station where you perform trades. Make sure to repair it by selecting it with the arrow key 
on the controller then make you have saved up enough of the required resources ie 8k money or something like that just buy any of the perks from the train station and enjoy your new achievement! These do refresh every 5 minutes so don’t worry about only getting a maximum of 3 for your whole game !
