How to unlock the Nothing But Road achievement in SteamWorld Build - Definitive Guide
This has got to be the most annoying achievement ever as you can complete all of the destinations and never get close to completing it. The following is the only way I see it being achieved as I have been trying to farm it.
Complete HighRoller Dunes and obtain the Desert Star landmark building. This will give you free roads.
Once you have that landmark building built on a map, whether you complete the map or not, just start building roads on every single square of the map. It does not count in sandbox, however it does count overwriting roads with another road. So, do them all in dirt, then all in pavement, then all in maglev and then go back over them back down. I also suggest at least having some foresters built if you don't have 'I'm a Lumberbot' done as well so that they can continue chopping down trees for you as well.

Great hint about replacing the roads! To take this a step further, you can build a winding path surrounded by decorations/buildings so that selecting a start and end point of road replaces most of the map at once. E.g. the below where -/I are roads and C are cacti. Then replacing the road by selecting the start and end replaces all the parts at once - I was getting about 2% completion every time with a relatively small winding section.

Also, I agree about this being the most annoying achievement - I've completed every map and am only at 30%... No way I'm spending another ~100 hours just to get this achievement the intended way

On ps5 even after finished a map (rocket ready) keep building roads increase the counter.
But I noticed here on Xbox, the achievement counter it's not increase anymore, lol

The guide before this highlighted the frustration of this achievement quite well, but I do believe there is a faster and more efficient solution, so i'm making this.
This achievement is unlikely to be completed even if you 100% the game, thats just how much road you have to place. Before even attempting this, you will want to get the Desert Star landmark by completing the Highroller Dunes map, to give you access to free roads.
Then on any map you choose, however I believe Giddyup Gorge or a previous save where you have a large open area for is better. You will want to place roads in a winding repeating 'S' shape, back and forth to however long you like, the longer the faster the achievement will pop. (Leave a gap around the outer ring for the next part).
Then using any cheap 1x1 decoration, such as the normal sized cactus. Fill in the area around the roads, and the empty spaces in between, when you are done it should look something like this: https://ibb.co/mB5Tz9x
Finally, simply place a different road at one end of the design, drag and select the other end to pave over the top of the original road. Then repeat this process until the achievement pops. If you have done it right, all of the original road should be replaced.

It has been mentioned that higher quality roads such as maglev road count for more progress, i'm unsure if this is a true, so just stick with stone and maglev roads instead of dirt just incase.

I did this while setting up a map for chopping trees on the easiest mode (not sandbox) and playing the waiting game.
At a certain point you will have so much income, that placing dirt roads wont affect your balance.
Just find a nice large spot and place dirt roads side by side. When you are maxed out on roads in that area, delete them all and start over. If you have access to a PC do it there. The save game and achievement tracking crosses over and using a mouse is waaaaay faster! This took me approx 30 minutes. Before this method I had 12 percent achievement completion following 2 completed maps and lots of hours on Xbox.
