Story related, can't be missed
He is found near the bottom of the Eastern Temple of the Destroyer. The battle isn't too difficult, just keep moving to avoid his attacks. He teleports around the area, so just find him and get a couple of hits in before he teleports again. There is lava at the bottom of the area, so the armor cog upgrade that gives temporary resistance could be helpful if you fall.
