Vectron can only be reached after Cave III in the Old World is completed, granting the Fall Dampeners. Continuing any further down at this point will drop you into an abyss; the far left column has a block you can mine into, leading to the entrance to Vectron.
Before falling, this is your last opportunity to get Sequence Breaker by using dynamite in lieu of the double jump to reach two of the generators required to unlock the last cave. If you enter Vectron, you will need to get this achievement on a subsequent playthrough.
