The fight with
is a good place to try for this. Take at least one Level 5 Engineer with a triple-shot Handgun, and load your other characters with grenades that afflict Chill.
The boss starts in the center of the room, on a platform where your Engineer will be able to stand directly below and fire up into their legs. Aim slightly to the side so that the shots hit the target's feet/legs and not center mass. This will apply Broken and Burning, and hopefully Hobbled at the same time. Then use a grenade to Chill the same enemy before they get a shot off. They do not need to be fully Frozen, just Chilled.
If Hobbled didn't trigger, you can finish the turn and then reload the checkpoint to try again.

With a triple-shot Handgun you'll get three chances at applying Hobbled, and the Engineer's abilities will automatically trigger Broken and Burning. Follow up with an ice grenade from another character and you'll get the trophy.
