Shooting an enemy's hat directly will cause it to fall off. You can then permanently acquire that hat by standing on the tile the hat is on and successfully completing the mission

You can also acquire hats by purchasing them or completing certain missions. Recruiting a Crewmate will also grant you their hat, though I'm not entirely sure that would contribute to this achievement
