Steelrising

Story related. After taking the boat to paris and progressing through the area you will eventually reach a workshop. But the power needs to be activated. Go through the nearby area called The Factory/Factories and find a water pump/wheel that you have to interact with twice. Repair and then activate the pump and then return to that original workshop and use the lever left of the entrance to activate an elevator platform to the second floor.

After a cutscene you will receive a key to open a nearby locked gate and reach the horseless carriage which allows for fast travel going forward.
