There are 13 Outfits in the base game, each consisting of four parts. This achievement does not require the New Game+ outfit, the DLC outfit, or any of the preorder/purchased outfits.

If you collect every outfit and the achievement does not unlock, follow this method provided by Cultural_Courage2747 on Reddit:

Once you have verified that you have every outfit piece, go to the Horseless Carriage or any Vestal. Sell all of the outfits you have collected. Exit the menu, then reenter and buy them back. If necessary, unequip the outfit you are wearing and repeat the process with this outfit. This should fore the game to recognize you have them all.

Saint-Cloud

Page Livery, Culottes, and Shoes: Starting Outfit
Polignac Cap: after activating the first Vestal in the tutorial area, you’ll reach a fork. Take a right and you’ll eventually find a chest near a fountain.
Muscadin Bicorn and Coat: after defeating the first main boss of the area, use the log to get to the other side of the area and cross the bridge. You’ll see this chest by a gate near a Prototype enemy.

Les Invalides (first story-related visit)

Grand Veneur Culottes, Shoes and Gaiters: next to the Vestal point after defeating the unstable Automat inside the gallery.
Secret du Roi Culottes, Shoes and Gaiters: found inside the Palace de Tuileries. You can access it from one of the gates that can be destroyed with :l1: + :triangle: . To find the gate, go right through the shortcut from the horseless carriage’s location and then through the gallery. You’ll go here as part of Necker’s quest to retrieve the content of the safe.

Luxembourg

Théâtre-Français Turban and Doublet: on the main path, shortly after the start of this area, near the temple-looking building.

There wasn’t a new outfit in the chest in “New Game Plus Plus”. Just a duplicate Anima Essence Hunter Jacket from NG+. What is this supposed outfit called?
