How to unlock the Friend of the people achievement in Steelrising - Definitive Guide

There are 18 Citizen Stories. Each requires speaking to a character/characters at a location with a red, white, and blue cockade. Press Y to speak to them until you exhaust their dialogue. Some require a specific item, often not far away. These should be completed before traveling to Versailles.

Les Invalides
1. Behind the locked gate near the first Vestal. Requires the water flask from the well near the Vestal.
2. After the bonfire and crossing through the house, you will see a well and a ranged enemy. Next to the well.

La Cité
3. The lit window behind the Vestal at the Titan boss arena. Speak to the man after defeating the Titan to complete it.
4. Up the hill from the broken bridge Vestal, on the right. Speak to her after defeating the Titan to complete it.
5. While crossing the bridge with the Hook, you’ll pass through a room where two men are speaking. You cannot press Y on this one, so exit and re-enter the room until their dialogue stops.

Tuileries
6. In the arched passageway after the first Vestal.
7. In the far right corner of Rue Saint-Honore. This requires the Doctor’s Bag, which is found in Luxembourg, in Dr. Lemonnier’s Surgery. You visit here during In Memory of the Dauphin
8. After leaving Mirabeau’s house, you reach a square. Past the square, over the barricade, and to your right.
9. During the Nicolas Flamel’s Final Journey side quest, you will enter the sewers. After you kick down a wall, you will see a cockade on the floor and metal bars ahead under your grapple point exit. Speak to the men behind the bars.

Luxembourg
10. When you arrive, you’ll see three paths. On the middle path, to the left of a broken down carriage.
11. At the top of the stairs after the first Vestal.
12. After the Vestal in the Gardens. Instead of using the fence to jump into the open window, drop down and go right. Look for the cockade on the window past the fountain.
13. After defeating the boss, use the sewers to return to the Palais Grounds. Head through the wooded area and kick open the door. Take the upper path to a courtyard, and find the door on the right hand side of the courtyard.

Les Invalides - Second Visit
14. In the area with the first Vestal of the new quest line.
15. After defeating the Unstable Frost Acolyte, head down the stairs to the street and go left. Look for the lit up window.

Bastille
16. Right next to the quest marker for A Family Affair
17. After the square with burning debris and a Flame Acolyte. Take the path through the gate and continue until you see an open door. The cockade door is opposite this door.
18. In the prison cells immediately after entering the Bastille. Requires the piece of bread, found to your left behind the stalls upon entering the Place Royale.

Just a couple notes for anyone who needs them.

For #7, it doesn’t matter if you were in time to help the doctor save the man or not. Saw some other information elsewhere that suggested it mattered, it doesn’t. Just deliver the Doctor’s Bag and finish the dialogue.

#16. You have to start the quest “A Family Affair” and have the objective to “Find the Countess of Covet” or you can’t get the dialogue.

#18. The piece of bread you need is actually found when reaching the Bastille (immediately to the left in front of a windowed shop) just after leaving the Place Royale garden area.

This trophy can be a little agitating as the citizen interactions have been known to bug out for quite some people, so I implore you to go into this with patience.

An important thing to remember when starting this trophy is that not every citizen interaction is the same; some will require you to continuously talk to them, some will require giving an item, and some will require you to simply stand there and hear a conversation between 2 people.

To keep an easy tally, this is how many citizen stories are in each section:
Les Invalides - 4 (however 2 are only available from the second story-related visit)
La Cité - 3
The Tuileries - 4
Luxembourg - 4
Bastille - 3

I'll add a video tip. If you did everything according to the guide, but the treasured ding did not sound, I advise you to return to the 13th place from the video. There are no two or three more phrases from Aegis herself in the video. After listening to the dialogue, run a couple of times to the main street (before the stairs to the courtyard). Aegis will say something like “I need to ask you something”, we run back out into the street, her last phrase sounds “Monsieur...” and if this is the only dialogue missed, then the achievement will fall out. Pay special attention to the Doctor's request. We need to bring him a bag. If this is not done immediately, the patient will die and the task will fail. And you will have to go through the game again if there is no save reserve.

Knocked out a trophy for the 4th playthrough. He left the townspeople number 13 for last when he returned from the Bastille.

I talked to the doctor right away and already thought that I had screwed up the trophy, but continued to play. As a result, I walked through the Cité, the Tuileries and Luxembourg (here, after the boss, there was just the bag for the task), returned and calmly gave it to the doctor. As I understand it, you can screw up the quest if you leave it until last.
