This is missable if you pursue the bonds first

In the side quest Monsieur Necker’s Two Treasures, you are given two objectives: find the bonds and find Necker’s wife. Go to the waypoint for his wife and follow the waypoints until you find a letter. This will complete that objective. Now you are free to pursue the other quest objective.

When you return to Necker to complete the quest, make sure you tell him about his wife first! He will disregard the bonds and leave, at which point the achievement will unlock.
