You will get this naturally through your playthrough. Vestals are the carriage/cage like structures you use to save your progress as well as purchase upgrades and items. Just make sure you activate each one you come across in order for this achievement to pop. There are more than 20 so if you miss one here or there it won't be a big deal. Each area has quite a few you can activate. If you do side quests you'll find quite a few extra ones as well.
