The rare technologies will come up with a purple border on the technology options, once one has been researched the cheevo should pop.

To make the randomness of a rare tech popping in your options, you can increase the chances by taking the ascension perk "Technological ascendency" which makes rare techs appear slightly more often, and take research options that grant you an extra research option. I believe you get to pick from three, but using species traits and technology options you can get this up to 5.
