How to unlock the Directive 67 achievement in Stellaris - Definitive Guide

You must own the Humanoids Species Pack to unlock this achievement.

Create a starting empire with the Clone Army origin in a Large galaxy with 4 FEs and no other AI.

The Clone Army origin can be challenging as you are limited to 100 pops of your starting race. There is a path to follow if you want to exceed that, but it isn't required for victory (or for this achievement). The limit on pops doesn't apply to other species, so uplifting primitives or using the Baol/Grunur precursor artifact are both approaches you can use to exceed the limit if you don't want to give up the Clone Army benefits.

Point of caution about which I have no definitive information: If you follow the path to let Clone Army pops procreate, once that path is complete you are technically not a Clone Army empire any longer. I did not test this path, so I do not know if the achievement will still unlock. Buyer beware, YMMV, etc., etc.

Your first step is to explore enough to find the Fallen Empires so you can blockade the Holy Guardian aka Fanatic Spirtualist empire. You also want to build many overpowering fleets so that you can crush the decrepit fools. If they awaken at some point, you may need to attack early. FEs can spread very rapidly, so even if you don't have the power to knock them out (or simply haven't progressed through the Galactic Community enough to declare them a Crisis), declare war so you can attack their expansion efforts. Don't kill them off though!

When you have expanded and tech'ed up enough to take out the FE, create three vassals by releasing single system sectors and wait for the Galactic Community vote to occur. It took me three tries before the Community was formed, so patience may be necessary. Once that is done, you should have sufficient voting power to easily pass any resolution you desire. After it becomes available as a choice (20 years after the Galactic Community is formed), form the Galactic Council. As soon as the Council is created, you can propose a resolution to declare the Holy Guardian empire as the Crisis. When that passes, then you can attack them and go for the achievement.

The wikipedia entry for this achievement indicates that you cannot destroy their final planet if you want to unlock the achievement, so land armies on it and capture it. All of the others can be invaded or dealt with via a Colossus as your circumstances dictate. Also, if a rival FE or one of your vassals invades the final planet ending the war, you will NOT get the achievement.
