How to unlock the Resourceful achievement in Stellaris - Definitive Guide
Confirmed to be bugged / glitchy.

The other guide says it popped as soon as game started. This must be a bug or the description is wrong. Given the 1.30 ratio I suspect this has been popping for normal resources and that they've fixed it in a patch.
There are seven distinct strategic resources (not ten) to build mines / research stations on.

This is how I got it to pop:
Start a new game with a tiny galaxy of 200 stars, NO ai empires. It's just you and the galaxy.
Basically just explore with about five or six science ships on auto explore and build stations + mining stations over every rare resource you can. It's the living metal one which is hard to find. You might get at most one or two in 200 star systems.
The achievement popped for me a couple of years after I'd put a mine ontop of a living metal resource.
Make sure you build a mine over alloys too I think it counts that.

Make sure you set the game to ironman in the set up menu. I unlocked this game as soon as it begun with the planets around Sol providing enough.
The name of this is rather annoying since the requirements are different. The game lists 7 strategic/special resources but only 6 of those are needed. When it says strategic it means all the resources and when it says access to it means you have to have a positive income level. The resources you need a positive income flow are:
Energy
Minerals
Food
Alloys
Consumer Goods
Volatile Motes
Exotic Gases
Rare Crystals
Living Metal
Zro
Dark Matter
Nanites and minor artifacts do not count.
