Relatively simple, it requires two things to happen in the same game
1) Galactic community -
a) reject the creation of the galactic community (this will be proposed naturally as empires discover each other, and then every few decades if the initial proposal was rejected)
b) have the galactic community founded anyway
2) Federations
a) create or join a federation
b) leave that federation
The first half of the achievement is harder as you have less control over it, but usually the galactic community will form eventually even if you keep rejecting it. Inviting empires to create federations can be done through the diplomatic screen, it also explicitly sets out the calculation for acceptance so you can see what you need to do to get the empire to accept.

I formed a federation with my neighbour. When the galactic community formed, I rejected. Afterwards I left my federation and the achievement unlocked.

I followed the above but it never unlocked because of the general ironman save glitches that negate all achievements. However here's how I did it. Took a backup of the ironman.sav just before I left the federation (part b above). It never unlocked. Mmmm.
Next day I restored the .sav file and loaded it back up. Left the federation and it popped.
Note that I have cloud saves disabled.
This technique is the one I employ for ALL these achievements as they're all glitchy in the gamepass version at least.
