As you progress through the game your going to have to make your way back through accommodations. Shortly after an experience with the creature you'll progress through a laundry. The radio is here playing the broadcast which lasts around 5 minutes. The host will announce "this is the end of the broadcast" in which the achievement will pop.

If missed in the laundry, you can get this after you access Admin. Put out the small fire and crawl under, then continue forward down the two flights of steps. You will push away a filing cabinet and enter an office where there is another radio you can listen to.

Missable achievement
You can unlock this at two points in the game. The first is when you first enter a laundry room pretty early in the game. Next to two yellow lockers that you can hide in will be a radio playing the shipping forecast. Wait next to it and listen to the whole thing. The achievement will pop after the next checkpoint.
The second location is not too far after the first you will push a cart to enter a room and the radio will be on a desk playing the forecast.

Occasionally, you'll find a radio broadcasting the Shipping Forecast. Instinctively, you'll probably move on and not listen in. Don't do that. Listen to the whole thing. There's a trophy in it for you. It should unlock after the announcer says "this is the end of the broadcast".
