After the mission Trials of the Dragon Lord, you need to have some more conversations with Bahamut and you will unlock what's called "class tree". This will add 2 new nodes to the top of your class trees that have all perks unlocked. You will need to level up just one of these new trees in any class for the achievement. You will need quite a few rat tails to unlock the achievement.
Playing any of the Ebon Memories addition missions on level 400 will give you 20+ rat tails. 2 of those should get you enough to max out one of the trees.
You will need 38 rat tails to unlock this achievement.
