Job crests are unlocked once you beat the game. You get job crests as drops from enemies and chests. To use a job crest you need to have the third and final upgrade to the smithy. To unlock smithy three you have to complete the side mission: Indigo Memories the stabbed.
Once smithy is ranked up you get a new option to upgrade job affinity. Just go into that menu and use an item crest related to that specific job affinity and it will unlock immediately.
