Can confirm you can do this and stay on floor 21 with extra mode, Toneberry does not need magic feed at all. Hopefully you get them within the first 4 summons otherwise it can be a long grind

I had to feed the tonberry gil several times after getting the knife, so I'm not sure if you need to bother wasting gil on him until Mrs Pickles gives you the knife first.
