Story-related and cannot be missed.

Once you regain control in the Hawkins Suburbs, you can go to the blue house on the top-most street (directly behind Mike's house), with the workbench outside of it. Go inside, talk to Eleven and tell her you're ready to welcome Dustin home. After a cutscene, talk to Dustin and he will join your party. Dustin is the party member that can Hack.
