To unlock this achievement you first need to unlock the secret DLC character, Roo. On the main menu, while Story is highlighted, press

. This will unlock Roo. Then you'll need to go into any play mode and select him as your playable character. Acquire 3 star powerups while playing, then use them (

) to spawn three Clowns. All done.

It should also be noted, as soon as you spawn in game with Roo, select quit and retry. Then select the option that lets you add 2 stars for less score. As soon as you restart YB three times in a row, and done. It’s faster than having to earn the stars, and lets you immediately start working on Roo in Survival.

Not quite accurate.
On the main menu, while Story is highlighted, press and hold X, then press and hold Up on the D-Pad, then press and hold A. When you have all 3 held let them go at the same time. This will unlock Roo.

This Trophy requires you to unlock the kangaroo called Roo from the SOR3 roster and also you will need the DLC Mr. X Nightmare first.
Right lets get started once you have the DLC.
Unlocking Roo: all you have to do is highlight story press and hold these buttons in this order Att(Square), Up(D-pad), Start(Options) then release all buttons at the same time and go into the story and he will be beside all the SOR3 characters.
Next select Roo and begin game, once started it, pause the game select Retry(Choice Assist). Pick the assist with 3 lives and 2 stars. Start the level again, now all you need to do is the star move three times to bring out three clowns and the Trophy will pop when the third clown is out there.
Once you have unlocked Roo that's him there to stay, so you don't need to input anything to unlock him again, he stays unlocked.

In addition to Estel, Shiva and Max, a fourth playable character has been added in the Mr X Nightmare DLC: Roo from Streets of Rage 3. Please note that despite being added as a playable character with this add-on, everything done with Roo-SOR3 in the main game increases your Lifetime Score.

Once unlocked, you will be able to play with Roo in all game modes. His Star Move spawns another familiar face: Bruce, the whip-wielding clown who was a mini-boss in Streets of Rage 3. As can be expected from the description, launching Roo's Star Move 3 times in a row will unlock the trophy.
To do this, you will first need to gather 3 stars. You can of course play naturally in Story mode or in Survival mode, but there is a quicker way to get 3 stars at once. Start a new Story mode on any difficulty with Roo and once in the first stage immediately hit :options: to bring up the menu before selecting "Retry (Choose Assist)". Pick the rightmost option "Add 3 lives and 2 stars / Score divided by 10", confirm before choosing Roo again and you're set!
