is this achievement bugged for anyone else? I finished the game and this never unlocked for me.

Achievement works. Just unlock it after finishing the stage 4.

Story-related and cannot be missed.

You will earn this naturally. Adam will appear after defeating Estel in Stage 4, Old Pier.

At the end of stage 4 after you defeat the boss you’ll encounter Adam during that cut scene. Once the cutscene is over you’ll unlock Adam as a playable character and unlock the achievement.
