Play through the story with whoever you like and eventually you will unlock a retro character. Then replay story or stage select, then select your retro character and press

Simply pressing Y does it, the SOR1 retro characters don't have any other special moves. Uses up 1 star.

I completed the story but retro character is not exist, is this bug?

You need to call the Police to unlock this achievement, just like Estel does at the boss fight in the Old Pier stage.
Well, actually this special is the original one from the first Streets of Rage game, so you'll need to unlock one of the characters from that one to cast the police assist in any stage.
To unlock new characters, aside the new version of Adam, you'lle need to accumulate points over your playthroughs in story mode and also in the "incursions" on the other modes. The more points you make, the faster you'll unlock new characters.
There's a progress bar showing how close you are for the next unlock every time you finish a stage or game mode.
For this achievement you just need to reach the first node on this bar, unlocking a really pixelated Axel from SOR1.
Once he got available in your character select screen, just start any game mode and you'll see that the only special you're able to use is calling a fellow cop.
Doing it the first time will unlock the achievement.

To obtain this you simply need to use an SOR1 character and press 
while you have a Star. SOR1 characters do not have specials or star moves. Instead, they do what they did in the original Streets of Rage, which is to call a police car to fire a rocket launcher and damage the area around them.

As you play through the game you'll earn points for your career score. You'll also hit milestones in points that will unlock classic characters. For this achievement you will need to use Axel, Blaze or Adam from SOR1. Choose stage select and pick any stage. Make sure you select one of the SOR1 characters you've unlocked. As soon as the level starts press 
+ 
to activate your star move and unlock the achievement.
