You will need the high capacity oxygen tank before you can dive deep enough to reach this.

No offense (and not into spoilers or reveals or anything).
Just wanted to point out that the high-capacity oxygen tank is absolutely not required to get this achievement.
My current equipment is Rebreather, Compass, Standard O2 tank, and Fins.
Current achievement list is Drop in the Ocean, Truckin', and Xenobiology (and very actively seeking a fourth for my daily).
Couldn't tell you how, why, or what my path is (play intermittently in-between expiring Game Pass games) but I can most definitely say that high-capacity oxygen tank is not a prerequisite.
