How to unlock the First Step achievement in Sudocats - Definitive Guide

This is for completing level 1 of 4x4 sudokus. If you want with numbers just press 
and select the circle with number 1, then press 
to get back to the sudoku.
The objective is to arrange the cats (or numbers) in vertical and horizontal, at the same time you have to arrange them in groups of four, without repeating them (if you repeat a cat/number it will turn red). The 4x4 are pretty easy but if you don't want to solve it then here is the solution (I think it's not RNG):
3 4 1 2
1 2 4 3
2 1 3 4
4 3 2 1
If you want it in cats:
1: orange striped
2: black / withe
3: mostly white
4: mostly brown

For some reason when I load the game up level 1 and 2 are already completed
I’ve fully deleted my save, reloaded and the same thing.
I completed level 3 and got the Mr. Fofiño achievement but First steps did not unlock with it.
Anyone else experience this? 🤔

You can try to delete your cloud saving...
