When you finish the main game, you will unlock the Raising Hell system, which gives you little extra objectives to complete in general play. Successfully kill all the enemies with a pink outline, and it will count towards the achievement. If you get challenges that are too difficult (Like finding a lootinaut) you can close the game and reopen it to reset the challenge. I am not sure if this messes with anything I haven't tested it so try at your own risk.
This achievement is really buggy but still obtainable.
2. One thing I experienced that was very frustrating is when sometimes after completing the 3 raising hell challenges the hit squad does not show up. I was playing with a duo partner, if we were too far apart the raising hell hit squad would never show up. I am not 100% sure if this is the reason they wouldn't show up, but If you are doing this with other people, make sure you are close together when you complete the last Raising Hell challenge. We spent several hours doing raising hell challenges with no hit squads.
3. The achievement counter can get stuck, but as far as I know it is still counting progress toward the achievement. I was stuck at 20% until I got all ten and then achievement popped.

To get around this people have had to brute force known challenges in order to advance the Raising hell challenges due to the fact they cannot see the actual active challenges because their previous ones are stuck there.2.
