As you do Incursion Mission you unlock harder versions of them, so ideally its to beat any of them at Mastery Level 20.
Now this can unlock if you are grouped with people who have done them at a higher Mastery Level, case in point, for me it unlocked when doing a multiplayer match where the leader had one set for Mastery Level 43.. If that happens do your best to stay out of the way and contribute where you can.

How do you match with people doing higher levels? Mine only lets me open my squad to people doing 1-5. Always seems to make me host it

Try searching for open parties to join, depending on the time of day you might have have an easier or harder time finding higher level players. Basically play with randoms, unless the devs added a level cap level in the past two months.
