To get Toyman to "Elite" a piece of gear you must first complete the main storyline and then complete all 5 of Toymans side missions. (His last two missions won't unlock until you beat the game).
After completing his last mission travel to the Halls of Justice and visit Toyman. He will have an option to upgrade gear and choose whatever you want to upgrade to elite to unlock the achievement.

In order to unlock this trophy, you will first have to progress through the story far enough to have met Toyman and have him join your team as a support member. Toyman has the ability to make your gear Elite, but only after you have completed all of his Support Missions. There are five of these (see Winged Vengeance 
), and once you have done them all you will be able to go and see Toyman, back at the Hall of Justice, and have him make a piece of your gear Elite. This trophy will then unlock.
