The max level in Suicide Squad is level 30. By the time you finish the campaign, you will probably be over level 20, just by completing the main missions. And, if you have been straying off the beaten path and slugging your way through a number of side missions, then you’ll be even higher. There isn’t all that much variety in mission objectives, as it all boils down to showing up somewhere and shooting some enemies. So this can seem like a bit of a grind at times, but it isn't difficult to do.
Wait until you reach the endgame, focus on your highest level character, and then start going after endgame missions, such as Incursions, and you will hit level 30 easily enough. This isn’t remotely difficult to unlock; it just takes time. Keep at it, and once you hit level 30 this trophy will unlock.
