This achievement is actually for completing HACK's support contracts NOT the support squad missions you find in the end game. I learned this after spening hours grinding the missions and the tracker didn't go up and noticed it went up after completing HACK's contracts.
HACK will have daily contracts you can complete and turn in. To find this press
and then tab over using the bumpers to "Contracts" and select the easiest ones to complete. Once you complete them make sure to turn them in and collect more so you don't have to grind so many end game.

They have a daily bonus but they're not daily limited contracts. As you complete one another will replace it in the list.

This stopped going up for me at 44% how do I fix this problem
