Ridiculously easy, just to exactly what it says, make a man and a woman athlete, this can be done when you start any single event, just click on the athlete and then it allows you to create a new one.

When you start your career, you will have to create a character. Once you have created one, simply go back and start again, creating the other sex and this will unlock.
