To get this achievement you must get a gold medal in all 3 cycling events - scratch, team pursuit and team sprint. To make getting this achievement as easy as possible, set the difficulty to easy and change the game mode from pure to arcade which will allow you to use boosts.

You should have this after finishing the career and the Easy difficulty competitions. If not, just go into individual events to get gold on them. Remember with cycling, keeping stamina is the key and not burning all energy too fast. Unfortunately there is no way to check which events you have or do not have gold on.
