AMPS are the special abilities that you can attach to weapons and you character. For this one weapon amps do not count, so you just need an amp for each category other than weapons and 2 for hero amps.

Amps are upgrades that you can apply to your character to give yourself some extra abilities. There are five slots, meaning you can have five equipped at any one time. You unlock these from campaign progress or you can purchase them from Floyd at any of your bases, using the collectibles you found as currency.
You will eventually have gotten five of these for free as mission rewards so you could wait until such a time to equip them for the achievement, otherwise you can find a lot of the collectibles to buy five from Floyd.
After equipping an Amp in all five slots at once, the achievement will unlock.
