The easiest way I found was to just keep bouncing up and down and firing the tnteddy into large crowds of OD, refilling ammo as needed.

You can bounce on cars, vent's on rooftops, tree's and bushes, parasol's and various other objects. You are very likely to get this through natural progression, but if you don't just jump onto a car in the middle of a street full of OD and lay waste until it unlocks.
