You have to complete the side quest "Cloudamjigger" it is given by buck he is located on top of the zone c building near the robot factory traversal challenge#3 during the quest you will have to use fast travel and go in-between the dlc factory area and the city to pick up the components for the weapon... follow the waypoints to collect components to make the weapon. having a high dmg single shot weapon equipped because some you will have to knock robots off the overhead manufacturing line.. a rifle and tank bot.. after you have all the components picked up turn into buck to unlock the swarming nanobots weapon....
I never noticed the side-quest until i completed the dlcs storyline might not be available until you beat the dlcs main questline..
This mission was available to me right after you save the two scientists, but after completing the first weapon side mission.(thx Elite Gnat) for the info

I didn't notice this mission until after I defeated the final boss either.

To unlock this achievement you will need to complete a side mission called 'Cloudamajigger' that is just outside the base in the new area and is marked as a light blue cross in a circle. This mission is only available after completing the story missions 'All You Need Is Kill Codes.'
Same basic idea as everything else, just follow the very clear mission instructions and upon completing the mission, the achievement will unlock, along with your new weapon.
