This is pretty self explanatory simply unlock rank 4 (max level) of any overdrive. The way you unlock and then rank up overdrives is by earning badges. You unlock badges by doing things over and over again in the game. For example you earn grinding badges for grinding. The easiest overdrive to max out to level 4 is under the style overdrives: HIGH STYLE - GRIND. You grind all over the place in this game so you can max this overdrive out in just a few hours of game play.

After unlocking any Overdrive you can upgrade it a level by spending more of the same badges on it, up to a maximum of level four. Once you have enough Badges to upgrade an Overdrive, highlight it and press 
to upgrade it to the next level.
Once you have upgraded any Overdrive to level four, the achievement is yours.
