To earn this achievement, you must complete 4 sidequests (blue !)
They are
- Brewery Upgrade (Base 1)
- Hepcat Upgrade (Base 2?)
- Boat Upgrade (Base 3?)
- Theater Upgrade (Base 4)

These optional quests are available from their respective bases and entail collecting 5 of some item.
Since you need to have the bases unlocked to get the missions, you need to progress in the story.
According to PhillyCh3zSt3ak, the 4th one becomes available after the quest "Getting the Band Back Together".
Most if not all are started by examining some pile of item in the base, which will cue Floyd to tell you to collect more of them.

Edit: Hepcat Upgrade has been known to bug out and I haven't found a clear fix online.

I've done all 4 and they are showing as complete in my mission log, but my achievement counter seems stuck at 75%. Haven't tried replaying any of them yet, but has anyone else had this problem?

My only guess would be replaying them. There were achievement issues a few days ago so it might not have tracked credit for one of them.

Just finished all 4 and showing 75% completed, same as DTI April. How do we get past this issue? Anyone know?

Update: I completed both Hepcat Upgrade and Boat Upgrade again, it unlocked after Boat Upgrade.

I didn't redo any, it just fixed itself at some point a few days maybe weeks later. I never actually saw the achievement pop, I just noticed it under the 'unlocked' section randomly when I was checking out the achievement list...

I have collected all 4 spare parts from refrigerators in the Hepcat Upgrade mission and every time I do this it just gets stuck at "Spare Parts: 4/4" and the mission never advances to "Upgrade the Vat".

There is no way to go through the "Hepcat Upgrade". Nothing happens after collecting 4 parts... retried 10 times.

Some people have said abandoning and then restarting the quest from the menu have worked, as well as doing a hard reset, but that's probably just more coincidence then anything as many have said it hasn't worked.

My Hepcat also won’t progress after collecting the the 4/4 fridges to the fort to upgrade the VAT with Y button as seen in videos.
I’ve tried multiple try’s obviously abandoning missions hard reset and completing further Blue challenges!!
Help!!!

So i got it figured out for myself. I looked at all 4 of the missions required, and I only had a registered score for 2 of em, I had nothing for the Boat and the Brewery mission. The second I completed them and made sure I got a score for both, the achievement popped.

It doesnt always register, I noticed the same thing for a few challenges. I’m short a gold medal no matter how many times I repeat the one challenge. It says gold, but no score.

As soon as you unlock each new base they should be available right at the base. I'm pretty sure every one is just you examining some item in the base and Floyd says "Yeah get more of these"
They should have the quest marker and they'll be inside the base.

I had the same issue with the "Hepcat Upgrade" mission: I couldn't deliver the mission after collecting the 4 parts.

I tried that mission about 10-12 times in different moments at the game and finally I could complete it when I had done:

- All main missions.
- Collected all the collectibles.
- All secondary missions except that one.

I don't know if that is related, but I thought that this would be valious information for those who have that mission bugged ;)
