How to unlock the Wire Tapping achievement in Sunset Overdrive - Definitive Guide
Satellites are usually pretty hard to find without the use of a map. They are not actually satellites that you are going to, but control boxes. They are a white box that looks like a small fridge, with a green light on top and a blue console sticking out in the middle of it. To eavesdrop using it, approach a satellite, and press to "Hack Satellite." Then, while you are using it, move it around the view available until the bottom bar is red. Then just hone in on where the conversation is, and listen to all of it to get 1 progress towards the achievement. Find all 9 and listen to all conversations to get the achievement.
Now, the game does a pretty good job of providing you with collectibles maps. They are easily purchasable with Overcharge, but I like saving my charge for better weapons. So I went and searched online for an awesome map of all the Satellite Locations.

But if you still want an in game map for convenience, and don't mind wasting overcharge / have too much of it, you can go to Two Hat Jack, found in any hide out and other locations in the city.
To purchase your own maps, all you have to do is hold on Two Hat Jack, hit or
twice, press , and scroll through the list of maps for each and every collectible.
Below is a video showing you the pricing of all the collectible maps and every single one that is available for purchase.

Oh yes mate. Thanks for that. What actually happened was, I like to type out my solutions on Microsoft Word first, on my phone, and when I get home, I grab that file from my One Drive, and copy paste them in here. I accidentally grabbed the wrong file (I had 10 open at the time), and pasted it in here. Then I tried to edit it, but I accidentally deleted the solution. Which, of course, gets it locked forever. So I asked the Team if they could re-instate it. But I was at school while they did it, so I didn't have time to fix it until now.

The map is worthless because it's for toilet paper and I think you copied the solution from cameras. I gave you a plus because I assume you'll fix it.

You need to hack 9 satellites scattered all around the Sunset City and find signal with a secret conversation. If you do that at least once you will be able to buy collectibles map from the Two Hat Jack. Prices: Old Factory - 2500, Little Tokyo - 5000, Harbor - 7500, Downtown - 10 000. Below you can see one location. I think satellites won’t appear until you complete one of the later story missions.

You can buy multiple maps with the locations of these Satellites from Two Hat Jack.
You will need to hack these satellites and position them to eavesdrop. Just scan around the area and listen for someone having a conversation and once you hear it, leave the satellite pointing towards it and as the conversation ends, you'll have completed the eavesdropping. Find and use all nine satellites with the help of the maps that you can buy and the achievement is yours.
