How to unlock the It's Art, Ok? achievement in Sunset Overdrive - Definitive Guide
You need to find 40 Fizzco billboards with the „Your advertisement here” text on them. When you are close to one, you can press Y to put graffiti there. If you do that at least once you will be able to buy billboards map from the Two Hat Jack. Prices: Old Factory - 2500, Little Tokyo - 5000, Harbor - 7500, Downtown - 10 000. Below you can see a couple of them (spray can symbol).

So i've completed all optional missions, story missions and collected all collectables besides the tagging, however Two Hat Jack says Sold Out with collectables and I have no tagging options on my map (It's not deselected) Is there something different I need to do?

You need to tag at least one billboard, then you can buy maps.

Billboards are giant boards placed throughout the city that have the words, "Your advertisement here FIZZCO." You can easily spot them in game if you get close to one, and they are usually where normal advertisements would be in the real world. To deface 40, all you need to do is approach each one, and press to "Deface Ad." Pressing will cause you to automatically spray paint a red robot with the words, "Dominated."
Now, the game does a pretty good job of providing you with collectibles maps. They are easily purchasable with Overcharge, but I like saving my charge for better weapons. So I went and searched online for an awesome map of all the Billboards.

But if you still want an in game map for convenience, and don't mind wasting overcharge / have too much of it, you can go to Two Hat Jack, found in any hide out and other locations in the city.
To purchase your own maps, all you have to do is hold on Two Hat Jack, hit or
twice, press , and scroll through the list of maps for each and every collectible.
Below is a video showing you the pricing of all the collectible maps and every single one that is available for purchase.

Note this map indicates very rough position...some of these gave me a lot of trouble to find. Maybe I'm blind, but I recommend a video guide over this map.

You can buy multiple maps with the locations of these Billboards from Two Hat Jack.
The Billboards are white and have an advertisement from Fizzco on them. Buy the maps for them and proceed to graffiti all 40 of them and the achievement is yours.
