these can be a pain to appear, they will often be in a lane of an incoming car or obstacles, if you buy the upgrades you can press Y for slow mo to swerve into them or sacrifice your life to get them, the boxes glow yellow.

I think the "box rain" upgrade has a negative effect on this achievement. The "box rain" upgrade spawns many multi-colored boxes in front of you, but during that time no "special packages" seem to appear. The "special packages" still appear after the "box rains" but the chances are reduced due to that upgrade.
Also the achievement is accumulative, you don't need to get all 10 in one run (I also think it's not possible).
