Early in the game after riding the elevator out of the dungeon you will need to go though a portal in a phone booth to the Music Lab/Fast Travel Hub to make a button return to it's proper place so you can continue the story.
Earn 20 stars in the Music Lab by replaying songs from levels you've beaten in the story mode and you can unlock the chest just to the left of the dome for songs 7-10, which will reward you with a car battery. You may need to return to the Music Lab after doing the first couple of act 2 story missions for this area to become available. Personally, I had done the "Boring Room" and "Demolition Training" missions before going back to get this.
Once you have the battery, go back to the act 2 overworld area and up the stairs to the first landing (just above the baked bean pit). Meoo will be standing to the left of the stained glass window. Interact with them to unlock the character and the achievement.
