Apparently the staff doesn't count as ranged so what I did when I got the right gear was go into a training quest with Fighter/Warden - crossbow; Ranger/Rogue - bow. Immediately hit the yellow bar to finish the quest and voila! This is the earliest group that can equip all ranged.
